Canada's formal map is British: a distant monarch, a governor general and a Westminster parliament. But its real power runs along two other lines. In Ottawa, the Prime Minister's Office concentrates authority more than almost any other democracy. Outside it, provinces own healthcare, resources and education — and in 2026 Alberta votes on starting a separation process while Quebec has just elected a sovereigntist party. Over everything looms the United States, buyer of three-quarters of Canada's exports and, under Trump, its trade adversary.
